CHAIR CLAMAN announced  that the only order of  business would be                                                               
CS FOR SENATE  BILL NO. 182(JUD), "An Act  establishing the crime                                                               
of  interference with  emergency  communications."   [Before  the                                                               
committee was HCS CSSB 182(STA).]                                                                                               
                                                                                                                                
CHAIR CLAMAN  gave Legislative Legal Services  permission to make                                                               
technical and conforming changes to the  bill.  He noted that the                                                               
forthcoming amendments  were drafted to Version  O [CSSB 182(JUD)                                                               
instead of  Version N [HCS  CSSB 182(STA)], which was  before the                                                               
committee.  He said in a  rare exception, the amendments would be                                                               
allowed, as they track the current version of the bill.

REPRESENTATIVE  EASTMAN stated  that  Amendment  1 would  clarify                                                               
that when  a person intends to  cause a disruption in  service by                                                               
interfering   with,  blocking,   or   otherwise  disrupting   the                                                               
emergency  communication by  telephone,  phone,  radio, or  other                                                               
electronic means, this person would  be charged with the crime of                                                               
interference with emergency services.

A roll  call vote was  taken.  Representatives Kurka  and Eastman                                                               
voted  in  favor  of  Amendment  1.    Representatives  Drummond,                                                               
Snyder,  and Claman  voted against  it.   Therefore, Amendment  1

REPRESENTATIVE  EASTMAN  opined  that  "emergency  communications                                                               
center" was  too broadly  defined in the  current version  of the                                                               
bill.  He  stated that Amendment 2 would limit  the definition to                                                               
a center  which is involved in  the dispatch of police,  fire, or                                                               
medical personnel, or  involved in the transfer or  exchange of a                                                               
request  for  emergency  assistance and  other  information  with                                                               
other centers and emergency response providers.

REPRESENTATIVE EASTMAN  shared his belief  that the new  crime of                                                               
interference  with  emergency   communications  was  defined  too                                                               
broadly in the bill.                                                                                                            
                                                                                                                                
REPRESENTATIVE SNYDER  thanked the bill sponsor  for a reasonable                                                               
response to unreasonable uses of emergency resources.

REPRESENTATIVE SNYDER  moved to report  HCS CSSB 182(STA)  out of                                                               
committee  with individual  recommendations and  the accompanying                                                               
fiscal notes.   There being  no objection, HCS CSSB  182(STA) was                                                               
reported from the House Judiciary Standing Committee.
